Fixing user permissions

Thanks to Tar for raising this issue

Some users may notice that our server has enforced time-per-day and allowed logins. Since I am not concerned about my hardware at this time, I will
be granting all new users special bypasses for this policy. They will all also be set to level 1. If you require such changes to your account, please send me an email so I can repair your account.

Your compliance is suggested.
